Bill Providing Tax Relief to Towns Purchasing Flood-Prone Properties Approved by Assembly

Bipartisan bill to provide tax relief to towns that are acquiring flood-prone homes through the state's Blue Acres program.

Bipartisan legislation that would exempt flood-prone properties acquired by municipalities from county, school and fire district property taxes for the following tax year, was approved by the full Assembly on Monday. The bill is sponsored on the Democratic side by Assembly members Valerie Vainieri Huttle, Timothy Eustace and Connie Wagner and on the Republican side by Holly Schepisi and Jack Ciattarelli. Under the current law, if a municipality acquires any flood-prone properties after October 1, it must pay the county, school, and fire district property taxes owed for all or the remainder of the following tax year. In advance of the imminent release of new Advisory Base Flood Elevation maps by FEMA, Assemblywoman Connie Wagner and Assemblyman Tim Eustace called on the state to update all Department of Environmental Protection (DEP) flood hazard area maps to better protect homes and businesses from future storms. In mid-October, the Assembly Environment and Solid Waste Committee released a bill (A3262) sponsored by Wagner and Eustace with bi-partisan support. The measure is designed to help protect the public from flooding and facilitate smart development by requiring the Department of Environmental Protection (DEP) to quickly evaluate any newly released FEMA floodway delineations in order to allow permit applicants to apply for a permit using the …

Tax Relief Bill for Towns Purchasing Flood-Prone Homes Advances

Funding comes from the state's Blue Acres program, which helps provide for the acquisition of lands located in floodways.

An Assembly panel on Thursday approved bipartisan legislation sponsored by Assembly members Valerie Vainieri Huttle and Tim Eustace to provide tax relief to towns that are acquiring flood-prone homes through the state's Blue Acres program. "The homes at issue are being purchased by Blue Acres funds because of constant flooding and they are now coming off the tax rolls,” said Vainieri Huttle (D-Bergen). “Towns should not be left on the hook to pay county and school taxes for a home that is no longer bringing in property taxes because of a delay in processing. Christie Orders Reservoirs Lowered

In advance of Sandy, Governor orders reservoirs lowered and flood gates opened.

Hearing the pleas of local officials and their constituents devastated by the flooding that followed Hurricane Irene, Governor Chris Christie has announced that he has ordered the reservoirs to be lowered in advance of Hurricane Sandy to mitigate any potential flooding. Hurricane Sandy, christened 'Frankenstorm' because of its unique characteristics, has been described by weather services as a cross between a hurricane and a winter storm, packing the potential to deliver a minimum of 4-5 inches of rain with 30-40 mile per hour winds. Legislators Urge United Water To Lower Reservoirs

In anticipation of Hurricane Sandy, Gordon, Wagner and Eustace ask United Water to lower the reservoir levels before storm hits.

District 38 legislators have appealed to United Water to lower the reservoir in advance of Hurricane Sandy, a nor'easter that the National Weather Service forecasts to hit Bergen County between Monday and Tuesday. In a letter sent Friday to Jim Glozzy, Vice President and General Manager of United Water, Senator Robert Gordon, Assemblywoman Connie Wagner and Assemblyman Timothy Eustace asked that he help to "mitigate some of the potential losses" by lowering the reservoirs before the storm hits. As of 4:15pm Saturday, United Water has yet to comply with the Governor's mandate to release water from the Oradell Reservoir. From my view, the Hackensack River is at peak low tide and there is no indication that they are going to do anything, at this time. I will be videotaping the river as soon as the tide shifts in order to prove that they are violating a direct order from the Governor.   more ›

Assembly Advances Flood Protection Bill

Towns are required to use the 1980 NJDEP flood map, not FEMA's 2005 flood map. Bill would allow the most current flood map to be used.

Legislation sponsored by Assemblywoman Connie Wagner (D) and Assemblyman Timothy Eustace(D) to help protect the public from flooding and facilitate smart development was approved by an Assembly panel on Monday. The bill (A-3262) would require the Department of Environmental Protection (DEP) to quickly evaluate any newly released FEMA flood maps in order to allow applicants to apply for a permit using the federal floodway delineation when it is at least as protective as the DEP's delineation. State Funds to Help New Milford Residents Hit by Repeated Flooding

New Milford awarded $400K in state Blue Acres Funds to help acquire homes hit by repetitive flooding.

Senator Bob Gordon and Assembly members Connie Wagner and Tim Eustace announced Thursday that New Milford will receive $403,075 in state Blue Acres Fund to assist with the purchase of homes affected by repetitive flooding.  Blue Acres is a state program that acquires properties that experience repetitive loss, demolishes the structure and returns the property to open space. It falls under the umbrella of Green Acres, a program designed to preserve open space. "This funding will help New Milford take a smart, long-term approach to mitigate the flooding that has caused nightmares for residents for many years now," said Gordon. Senator Robert Gordon Attends Berkley D.A.R.E. Graduation

Berkley holds annual D.A.R.E. graduation for fifth graders.

The annual fifth grade D.A.R.E  Graduation ceremony was held at Berkley Elementary School Thursday. The event took place in the school’s cafeteria filled with students, faculty, parents and friends there to congratulate the 2012 graduates.
