Plans Filed for 14-Unit Multiple Dwelling on Madison Avenue

Applicant seeking variances for use, height, building coverage and front yard to construct a 14-unit multiple dwelling on residential property.

Plans filed for property on 391 Madison Avenue call for the construction of a three-story, 14 unit multiple dwelling with parking under the building. Because the land is currently zoned for residential use, the applicant is requesting variances from the Zoning Board of Adjustment. The applicant, Alex and Sons Real Estate Investments, is seeking a use-variance to construct Madison Gardens--14 one and two bedroom multiple dwellings where a one-family dwelling is the permitted use. Additionally, variances for building height, building coverage and front yard are needed. The three-story, 14-units proposed will consist of four one-bedroom apartments and 10 two-bedroom apartments. Do Revised Plans For United Water Property Affect COAH Requirements

Now that Hekemian has substantially reduced the scope of the multi-unit housing complex from 221 units to 24, does this affect New Milford's COAH requirement?

Now that Hekemian has substantially reduced the amount of housing units from 221 to 24 in its revised proposed plans for development of the 13-acre United Water property, residents are asking if this will affect New Milford's COAH (Council on Affordable Housing) requirements. COAH creates a formula for how many units each town must build--a formula that has been the subject of multiple lawsuits. Some officials speculate that these 24 units may all be set aside for affordable housing so that Hekemian can maintain its argument that the low income housing included in the proposed development plan falls under "inherently beneficial" use and, therefore, they should be granted the variance to proceed with the development Affordable housing has …

Flooding Tops Questioning Of Hekemian Engineer

Dipple returned for questioning at Thursday's special meeting of the Zoning Board.

Michael Dipple, Hekemian's engineering expert, was recalled to answer questions from the public at Thursday's special meeting of the Zoning Board. Dipple faced further questioning by members of SOD (Stop Over Development) about the effectiveness of the infiltration systems designed to control flooding that he has proposed for the site.  Dipple testified that during a flood event, surface runoff would not compromise the basin from beneath because in determining his calculations, he looked at the seasonal high and went two feet above it.  SOD member John DeSantis asked Dipple if he felt an obligation to go beyond the regulatory flood map and consider the actual flood events. The zoning board does not seem to ask many questions of the witnesses, this is troubling. This was true during the Walgreens application in Oradell. There were only two members of the oradell board that actually showed concern during the application. Hekemian Expert Says "Development Will Have No Significant Impact On House Values"

Expert on appraisal and land valuation analyzed three towns with shopping centers across from residential areas to determine affect on property values.

In seeking site plan approval for the proposed mixed-use development of the United Water property, attorneys for New Milford Redevelopment Associates, whose managing director is Peter Hekemian, called Mark Sussman, an expert in appraisals and land valuations, to testify whether the proposed development will adversely affect the property values of houses located adjacent to the site.  Sussman based his testimony on an analysis of three shopping centers located in Bergen County that contained the sale of single family residences in close proximity to the commercial properties. Sanzari's New Bridge Inn Seeking Approval to Expand

Sanzari's appears before the Zoning Board seeking variances to demolish two existing houses to construct a parking lot and expand restaurant.

Sanzari's New Bridge Inn has filed preliminary and final site plan approval to construct a parking lot where two dwellings are currently located and expand the restaurant by approximately 600 square feet.  Residents in New Milford and Teaneck have attended a borough zoning board meeting to voice concerns over the expansion plan. The restaurant is located near Riverview Avenue in Teaneck, an area residents say often floods in heavy rains.  "There's overwhelming non-support for this project from the residents,' Teaneck Mayor Mohammed Hameeduddin said at Teaneck's council meeting Tuesday.  Although the work will be done in New Milford, Teaneck officials will review the plans to explore formally opposing the work.  Because the existing …

I hope the middle school community that oppeses the Field of Dream plan can get someone in their community who is as knowledgeable about their situation as you are about the UW developement. Testimony of Fresh & Fancy Farms seeking variances continues

Fresh & Fancy Farms appeared before the Zoning Board in continuation of their hearing requesting variances for the following: Don Low, owner of Fresh & Fancy Farms, informed the board that after meeting with representatives of the Bergen County Farmland Preservation Department of Planning & Economic Development he received a letter from them dated May 2, 2012, regarding his proposed barn and greenhouses. According to Low, the letter stated that upon review of his plan, "No further action by us is required."  However, the board argued that the language of the letter appears to be in opposition to the language of the farm deed as they are interpreting it.   There was debate among the members of the board and the attorney for Fresh & Fancy …

Debi I knew your family well and I really think you are wrong about them buying and selling because that is way to much to buy.I think they buy shrubs and some hanging baskets but all rest is grown buy them. Gain in State Aid for Schools, Woodcrest Health Center Application Approved

The aid numbers that Governor Christie released for New Jersey school districts Thursday show that for New Milford this means $1,728,705 in state aid for grades K-12 for 2012-2013, an increase of $265,518—or 18.1 percent—in total aid over last year.  However, Superintendent Michael Polizzi told Patch that New Milford received $254,638, which represents a 17.6 percent increase over last year. He said that the $1,728,705 is a gross amount which includes the Assessment for Debt Service on SDA Funding.  Meanwhile, state aid to the Borough of New Milford will remain flat under Christie’s proposed budget.  **** Woodcrest Health Care Center received approval from the planning board to erect a three-story patio/porch addition to its existing …

An easy guide to understanding how board members are chosen.

The Planning Board, governed by the rules of N.J. Statute 40:55D under the Municipal Land Use Law, is created by the municipal governing body by ordinance. The board consists of no less than seven and no more than nine members who are grouped into four classes. There are currently nine members sitting on the New Milford Planning Board, with two alternates.  Class I: This is the sitting mayor. The term of office corresponds to the mayor's term of office.
