Municipal Budget Adopted, Tax Increase Lower Than Projected

Adopted budget shows tax rate increase at $47, a decrease from the projected $63 increase.

With the adoption of the 2013 municipal budget by the Mayor and Council Monday, New Milford residents will see a municipal tax increase lower than what was anticipated during the budget introduction in March. The final budget numbers show a tax increase to the municipal portion of the budget at $47 per year for a house assessed at $321,339, and not $63 as the auditor originally projected. The Mayor and Council also adopted an ordinance authorizing them to exceed the municipal budget appropriations limits and to establish a 'cap' bank. In order to meet the costs of the special and unanticipated capital projects included in the 2013 capital portion of the budget, the borough will need to exceed the 2 percent cap in order to fund the projects…

Here's what's going on this week in New Milford.

Governor hosting Town Hall Meeting in Bergenfield. Governor Chris Christie is hosting an open town hall meeting Tuesday in Bergenfield at Conlon Hall, St. John the Evangelist Roman Catholic Church, 19 North William St. Doors open at 2 pm and the meeting will begin at 3 pm. The public is invited to attend, but seating is limited and will be on a first come, first served basis. No bags of any kind are permitted in the venue. Personal items are subject to search. Monday: There will be a regular public meeting of the Mayor and Council at 7:45 pm in the Council Chambers of Borough Hall. Council Votes 'No' to Special Redevelopment Planner

Mayor casts the tie-breaking vote defeating motion to appoint an independent special redevelopment planner.

Council President Randi Duffie put a motion on the table to appoint a special planner to focus solely on the Brookchester property and any other large planning applications. The motion came about during Monday's Mayor and Council work session while discussing Joseph Brunetti's tentative proposal to rehabilitate 750 units in his Brookchester Apartment complex and, in doing so, take on New Milford's entire COAH obligation. River Edge Kills Duplex Ordinance without a Vote

The Mayor and Council opted to forego a public hearing on the proposed ordinance, effectively killing it in the process

Park Avenue residents in River Edge are breathing easier now that the borough governing body has once again abandoned a proposed duplex ordinance. The Mayor and Council had scheduled a public hearing on the conditional use zoning change for Monday night, but opted to forego the public hearing and kill the ordinance in the process. A public hearing was required prior to a vote and by not holding the hearing, the borough was effectively voting against moving forward. "I want to thank the governing body for finally listening to us," Park Avenue resident Jim Miller said. "I just hope this ordinance does not get reintroduced as it seems we have to come out every two years to fight this battle. I'm tired of that, please leave us alone." The …

Borough Awards Ferretti Carting Recycling Contract

Coming in as low bidder, Mayor and Council award Ferretti both residential and apartment and school recycling contracts.

Responding to concerns about the lack of consistency with curbside recycling pick-ups by Ferretti Carting, Inc., New Milford's Mayor and Council decided to go out to bid for recycling services. Danny Ferretti, principal owner of the company, had explained to the Mayor and Council that paper recycling pick-up is delayed primarily because residents regularly include heavy cardboard with paper, which he has been picking up despite the fact that his contract with the town was for paper only and did not include heavy cardboard, which would be an additional cost. This time around, in bidding for recycling contracts, the Mayor and Council agreed to include heavy cardboard in the contract when they went out to bid. I don't understand why you complain, Joe, about the geese crap on the fields. Primarily, because even if there is a FOD wouldn't the geese be there as well and why doesn't the town or BOE maintain the fields and the high school track? Additionally, I don't believe that a new field would be only $50 more a year in taxes.   more ›

River Edge Finds Proposed Duplexes Near New Milford Border Consistent with Master Plan

The borough Planning Board decided 7-2 to support an ordinance to allow duplexes on Park Avenue which is a short walk away from the New Milford border

The River Edge Mayor and Council will soon have to muster a super majority vote to advance a controversial conditional zoning ordinance to allow duplexes on Park Avenue. Late last week, the borough's Planning Board, by a 7-2 vote, agreed that the proposed ordinance is consistent with the Master Plan. The ordinance would allow a developer to utilize a 22-lot span along the eastern side of Park Avenue to construct the duplexes. Park Avenue is located near the River Edge train station and a few blocks away from the New Milford border. UPDATE: New Milford's Property Values Decrease, Taxes Increase

Revised budget shows municipal tax increase at $63.

The assessed value of a house in New Milford has dropped from an average of $410,068 in 2012 to an average of $321,331 in 2013 -- a drop of $88,729, auditor Steve Wielkotz said during the introduction of the 2013 Municipal Budget, Monday.  This drop in value reflects the results of the 2012 reassessment of property values. To address the declining housing market that was taking property values with it, along with a growing number of tax appeals, the Mayor and Council decided early last year to authorize a borough-wide reassessment. A reassessment is called for when there is a sizeable disparity between the assessed value of a property and the true market value based on recent sales. Mayor and Council Pass Ordinance to Exceed 2 Percent Cap on Municipal Budget

To meet the costs of the special and unanticipated projects included in the capital expenditures, the borough passes an ordinance to exceed the 2 percent cap.

The Mayor and Council introduced the 2013 Municipal budget at Monday's work session. Prior to the introduction, an ordinance was passed authorizing the Mayor and Council to exceed the municipal budget appropriations limits and to establish a cap bank. Local governments can circumvent the 2.5 percent cap on municipal budget increases if an ordinance is adopted establishing a "cap" bank. The passage of the ordinance permits the governing body, in certain situations, to increase its budget in an amount not to exceed 3.5 percent of the preceding year’s appropriations level. The law establishes that the cap can be exceeded without having to go to the public for a vote if a town needs to meet certain capital expenditures, including debt service…
