Now that the Zoning Board is considering the question of whether Hekemian's revised application constitutes a new application, causing the case to be heard from the beginning, the question of the fate of the property is foremost on minds of residents. Much of the contention surrounds Mayor Ann Subrizi's recommendation that the council rezone the property for a less intensive use during the May work session of the Mayor and Council. It is SOD's position that the town purchase the land, if or when it becomes available, and keep it green. Subrizi says without rezoning, all control over the United Water property will rest with the courts when Hekemian appeals, leaving New Milford entirely out of the decision making process.
Responding to concerns posed by the audience during Monday's Mayor and Council meeting, Mayor Ann Subrizi assurred residents that regarding the issue of the development of the United Water property, "My party (affiliation) is New Milford." Subrizi's statement came on the heels of SOD's protest march organized to air their opposition to the Mayor and Council's proposal to rezone the United Water property. SOD is requesting that the Mayor and Council wait until the application has run its course through the Zoning Board before any consideration is given to rezoning the property. Subrizi explains investment service's reasons for lowering New Milford's bond rating.
The decision by Moody's Investment Service to lower the rating on New Milford's bonds will have no immediate impact on the town's finances or its ability to issue bonds, Mayor Ann Subrizi reported to the Mayor and Council at Monday night's work session meeting. On Nov. 10, Moody's lowered the rate on New Milford's 2005 bonds from A1 to Aa3. In Moody's terms, an Aa3 rating means that an obligor has a very strong ability to meet its financial commitments while a rating of A1 represents that an obligor has a strong capacity to meet its financial obligations, but is somewhat more susceptible to the adverse effects of changes in circumstances and economic conditions than obligors in higher-rated categories.
