Bipartisan bill to provide tax relief to towns that are acquiring flood-prone homes through the state's Blue Acres program.
A Senate panel on Monday approved bipartisan legislation sponsored on the democratic side by Assembly members Valerie Vainieri Huttle, Tim Eustace and Connie Wagner to provide tax relief to towns that are acquiring flood-prone homes through the state's Blue Acres program. The bill is sponsored on the republican side by Holly Schepisi and Jack Ciattarelli. The Senate sponsors of the bill are Robert Gordon (D) and Gerald Cardinale (R). The bill (A-3362/S-2256) would exempt certain properties acquired by municipalities after Oct. 29, 2012, when Superstorm Sandy hit, from county, school, and fire district taxes for the following tax year. Bipartisan legislation that would exempt flood-prone properties acquired by municipalities from county, school and fire district property taxes for the following tax year, was approved by the full Assembly on Monday. The bill is sponsored on the Democratic side by Assembly members Valerie Vainieri Huttle, Timothy Eustace and Connie Wagner and on the Republican side by Holly Schepisi and Jack Ciattarelli. Under the current law, if a municipality acquires any flood-prone properties after October 1, it must pay the county, school, and fire district property taxes owed for all or the remainder of the following tax year. New Milford awarded $400K in state Blue Acres Funds to help acquire homes hit by repetitive flooding.
Senator Bob Gordon and Assembly members Connie Wagner and Tim Eustace announced Thursday that New Milford will receive $403,075 in state Blue Acres Fund to assist with the purchase of homes affected by repetitive flooding. Blue Acres is a state program that acquires properties that experience repetitive loss, demolishes the structure and returns the property to open space. It falls under the umbrella of Green Acres, a program designed to preserve open space. "This funding will help New Milford take a smart, long-term approach to mitigate the flooding that has caused nightmares for residents for many years now," said Gordon. New Milford qualified to receive Blue Acre funding to purchase properties that experience repetitive flooding.
$8 million in Green Acres funds will be moved to the Blue Acres program to assist towns in buying out properties that experience repetitive flooding in a resolution unamimously voted on by the Joint Budget Oversight Committee Thursday. Among the New Jersey towns that will receive grants are New Milford and Westwood, two Bergen County towns severely affected by flooding following Hurricane Irene. The resolution states that towns can only use the funds to buy out, and remove, the homes subjected to flooding, and preserve it as open space. The towns are restricted from building new houses on the cleared land. Borough moving forward with the acquisition of five homes that have requested a buyout due to repetitive flooding.
The borough is ready to move forward with the acquisition of the first five homes whose homeowners have submitted requests for acquisition through mitigation grants provided by the Federal Emergency Management Agency (FEMA) and the Green Acres Grant Program. Flood hazard mitigation is any sustained action that prevents or reduces the loss of property from recurring severe repetitive loss due to flooding. Through the New Jersey Office of Emergency Management's "Mitigation Squad" this task is accomplished by implementing and administering several grant-based programs in conjunction with FEMA.
