Obtaining Multiple Grants to Purchase United Water Property A Gamble, Casey Said

The audio tapes of the March 14, 2011, work session tell what grant information Marlene Casey provided to the Mayor and Council regarding the potential purchase of the United Water property.

In her appearance at the March 14, 2011, work session, Borough Grant Writer Marlene Casey told the Mayor and Council that although the town could apply for grant money through Green Acres and Open Space multiple years to assist in funding the purchase, "It's a gamble."

A "gamble" that did not pay off for the Borough when they were not approved for multiple grants for the purchase of the Carlton Place property.

At the time that Casey appeared at the March 14 work session, Hekemian had already entered into a private sale contract with United Water for the purchase of the 13-acre tract of land.

The window of opportunity to purchase this property seems to have straddled two administrations--former Mayor Frank DeBari (D) (who was defeated in the November 2010 election) and Mayor Ann Subrizi (R) who defeated DeBari. 

Despite that fact, the question of the purchase of the United Water property through grants was raised by former Councilman Howard Berner who asked Casey, "What about the United Water Company property? Is there that kind of funding around to buy something like that?"  

"What they're asking for it now?" Casey responded. "No," adding that she had heard what Hekemian "supposedly is willing to pay for it." 

"It's a shame you have the last significant piece of property in town...to let it go to Hekemian," Berner said.

Casey continued by saying that it was possible to purchase the property entirely in grants, but it would not happen all at once with one lump sum.

"There isn't one pot of money from any of the agencies that we seek open space funds from that will allow you to purchase it with grants in one year," she said.

Casey explained that when other towns approach her about applying for grants for projects that require a large sum of money she instructs them that only they can decide how important the purchase of a piece of property is for their town.

"You're going to have to take a leap of faith and you're going to file applications in more than one place," Casey said. "You're also going to bond the purchase and then over a period of maybe three years you can pay the bond back with grants."

Casey informed the council that they could have potentially had $2.6 million in grant money to put towards the purchase of the United Water property--$2 million annually from Green Acres grants and $600K through Bergen County Open Space grants.

However, the town would have had to bond the money first in order to give the seller their money without delay, and pay off the bond once the grants had been approved, in approximately two to three years.

Understanding that the United Water property was in the middle of a private sale, Casey said that the town could not interrupt that transaction.

"I'm only telling you what the strategy would be if you can get them to agree to your price," Casey said.

"It's a private deal and there's nothing you can do at this point, but if the deal falls through there are options."

Hello Donald Duck, Well, maybe you are right. I wouldn't want to create a situation where someone was afraid to comment.The RavinMaven also made a good point. I just can't help but wonder if people wouldn't be more civil to one another and sincere about what they posted if they used their real names. Having been personally attacked on this forum, to the extent that my daughter who lives in Georgia felt compelled to ask one of the annonymous posters to stop being so personal, I believe that the intimidation and off the wall accusations have destroyed what should be a community conversation. You know who you are and I'm pretty sure most of those who post using their real names know who you are as well. You have singlehandedly destroyed the environment that Ann has worked so hard to cultivate.

If I had to choose between having a civil conversation with someone or knowing what that person is truly thinking, I would take the latter, always. No matter how passionate or vehement the sentiments are. If they have to wear a mask to get these things off their chests and to clear their minds, I’m fine with that. People’s feelings will come out one way or the other. They always do. If they are hating on you, they will find ways to hurt you. Venting is one of the least destructive avenues hate can take (though I know a lot of damage can and has been done by words).

I did not enjoy the feeling of being blasted in the middle of a party, but I respected it, and was enlightened by it. There is beauty in genuine emotion; I’m not so hot on phony measured out personalities. I understood why Nicki Minaj got overwhelmed. She was right about the others trying to manipulate the singer into being true to them rather than her own self. And I prefer Brandi’s refreshingly straightforward style over Kyle’s hidden malice that seeps through her false façade of class and civility. It’s okay to act like a motherfr as Mauricio was doing, but it’s not okay to call that person one. It’s more painful to me when I discover someone is nice to my face, yet trashing me behind my back. I am grateful for Patch that we have a place to vent, and that there is a certain amount of freedom to do that. I think it’s healthy. Most anonymous people aren’t as anonymous as they think they are anyway, their voices are so distinct, people tend to recognize them. I kind of think that’s funny.

Poor little Marissa all the way down in Georgia got so upset that she begged me to please stop picking on her Mommy. Don't you think Messr's Robalino, Collucci, Boehner, The Mayor and others have family also? THEIR family has to live in New Milford and listen everyday to your group's accusations of impropriety, malfeasance, lying and you personally have accused others of taking money. It's funny Lolita you remind me of man in town that hates Miriam and myself and is always attacking us here on the Patch. He too loves to use the word "Messr" all the time and links all his comments to a political divide because he's obsessed with DeBari (search Messr on the toolbar above, it may lead to who Lolita really is). A little self affirmation for you there Lolita. I had previously said you bring up great points, then start bashing and then it goes to hell. The sign of a weak government is when the majority cannot push their own agenda. Subrizi had the majority and did not accomplish her goal of re-zoning. Diego and Dominic are stand up guys and have been caught up in all of this BS. Inserra is laughing his a$$ off because a new milford divided makes his job so much easier.

Lolita, I don't hide behind phony names and multiple identities. I'm not afraid that people know what I believe in and care about. I have nothing to be ashamed of. I can only guess that you understand that your posts are hurtful and can be construed as threatening. Or perhaps you don't want your family to know what you're up to. You are not fooling anyone. As for your political "friends" I have respect for them. I thank them for their service to our community. I believe we can engage in exchanges of ideas without trying to destroy each other. If you can't respond in a civil manner you do not deserve to be taken seriously.

In response to the 64 personal emails I have received since yesterday: I chose not to put a filter on allowing comments because it felt too much like censorship to me and if you know me, I wholeheartedly believe in the freedom of people to engage in debate. However, any comment so outside the scope is unacceptable and I ask all of you to please stick to the topic. I am charged with the responsibility of making sure this site remains a useful, credible tool for providing information and allowing people to add their voice. But you also have a responsibility, as well. Don't respond to the people you feel add no value to the conversation. Those of you who keep complaining to me while continuing to respond to them makes me feel like a hamster on a wheel. This site can only work if we work together. As I said previously--I am committed to providing New Milford with information that other news sources would not waste resources on. Regardless if you agree with me or not. Even better when you don't because often, I get my best leads from people who comment and add a piece of information to the story that I did not know existed and could find no record of. It gives me a new direction for my search for information. However, when the comments are collectively driven away from the topic it serves only the person who wants attention taken from that topic. Names should not be the focus of time and attention. The person's comment should be and I ask, again, that they remain relevant.

I think they'll give me a pass because I'm not callous to their cause, and as a NM resident realize that it's my cause also. And as far as my "fake name" it was meant to be obviously transparent as a lark; those who want to get it will, and those who don't want to get it won't. Troublemakers can find trouble anywhere, because it serves some other goal that I'm not sure I can relate to. I'm not talking to you or about you regarding this my good friend Jimmy. I'm referencing something else altogether.

Not as funny as addressing newmilforddad. then tonyg answers me. Not as funny as reading miriam lying, submitting PROOF of her lie and in spite of the proof right in front of her, she tugs on the hearts and flowers of her poor innocent baby child while she and her zombies attack they who are totally innocent. Nor as funny as Ulises (In spite of PROOF) actually having the gaul to think that readers are that stupid to believe that he did not accuse Marlene of saying one thing officially and then another privately and yet, he is NOT telling everyone that she is a liar! When I read 64 private emails, I saw nothing other than 64 attempts to intimidate Ann as SOD has intimidated so many others. It is a tribute to Ann's professionalism that she allows me the opportunity to submit (PROOF WHICH WAS RIGHT HERE in the Patch) articles as PROOF of what I say. I will not even think about the possibility to jeopardize Ann's position here with my truth telling. I am not that important and obviously SOD does not care who gets hurt except of course one of their attack dogs. And, since the individuals who I always defend have not said one word to reinforce my words, then maybe they have already surrendered to the SOD intimidation. So, SOD may have won the battle of The Patch by destroying anyone who shows PROOF of their lies,can't wait till Hekemian gets OK to do any anything he wants to with the property HE owns. Can't wait for Ulises to claim the judge was going to be "called out" also.

Your words are like a Siren's call, who could resist ? If the current or previous mayor had done the right thing, he could never have the land to develop it. That is my problem with this whole situation and to me what the fundamental argument is all about. Some people want the land with nothing on it and some want to develop it. You don't care for those on one side of the coin and I want someone to take ownership for blowing the best chance the town had to own this land and truly being able to control it's fate. I see it as an investment others see it as an expense. We can go back and forth with this as much as you care to, I don't mind dishing it out at all and nothing you say can offend me. Those in in control on both sides should take note, there have been some contributions to some of the other NM Patch blogs from some really smart people in town; they will be the future of politics in New Milford. There should be no tolerance for mediocre performance from the dems and GOP and to be honest what we have seen so far is pretty concerning.

I am afraid that I was the cause of this entire debacle by requesting only people with real names post their comments. I hoped that folks would temper their comments. I was wrong; instead of creating a more civil discussion it generated more hate. Miriam Pickett took the brunt of most of that hate. When hate is administered it is usually done with the intent to cause pain. Knowing Miriam, it worked, I'm sure her feelings were hurt, but she is a woman of fine and strong character she will overcome. Hate does hurt the person who is on the receiving end, but it does more harm to the individual who is generating the hate. It grows like a malignancy and swallows up any goodness that is within the person who hates with such passion. Every person from those who are wealthy and well educated to the poorest and most scantily educated amongst us, when spoken to or addressed, should be done so with dignity and with a sense nobility, regardless of the individuals point of view on any particular subject. If people would believe in the goodness of kindness and develop a sense of empathy think of the enlightened discussions that could be had instead of the squalor that has been taking place here. As I said it was I who started this discussion. It was I who took us off the theme of the original article. I apologize to you all for that. I don't post comments on the patch very often. I will refrain from posting my thoughts in the future. I will leave that to Lolita and Donald Duck.

It is unfortunate that this forum is being used to point fingers rather than plan a concerted action to make all players accountable for any policies that are made or not made. It is important to review the errors of the past and go forward. Stop blaming the elected officials for everything, the truth is that the citizens fell asleep at the wheel but now they have woken up but are off the road. The citizens must take responsibility for the fact that the land was not a part of public policy in the past. NOW NEW MILFORD MUST GO FORWARD. The focus must remain on United Water, the members of the Zoning board, elected officials, the application proceedings, the Bergen County planner, the EPA flood maps and citizen action strategies. I just don't understand why Lolita and others are controlling the dialogue. Why even respond to comments that are not productive? Keep focused on the prize, control of the land in your town. I suggest that any protest action against UW should be in a public meeting forum-check the website for their public forum events and lets interrupt them and make this fight more public and inconvenient. A letter writing campaign to United Water and our state and federal senators is the least we could do.......get busy and stop wasting time responding to fruitless accusations. Am I in the minority when I say that I can't believe that the maps used for this application are actually acceptable to our EPA???? Our elected officials need to respond to this!

Also, has anyone looked into whether or not your Mayor and Council have the authority to hear an appeal of any decisions of the Zoning board? If yes, then this strategy should be in the works now! The Zoning board must realize that if this appeal is an option, their decision will be extremely scrutinized before it even reaches an appeals court of NJ. The Zoning board must realize that the court of public opinion is more influential than the appeals court of NJ. As far as I can see, there is no reason to allow for any variances-at all. The developer should develop without any D variances. Any Zoning board members that are afraid of the developer should fear public opinion more!!! Lets continue to use the venue to make people aware of the actual issues like-why should a D variance be granted if there is no real community benefit of a new supermarket or more housing units?

Tomasina: I think that because the members of the Council have publicly declared for or against the development, there will be no appeal in that direction. As we get deeper into winter it is very difficult to keep people engaged. You are right. This is just a sideshow. The real battle takes place at the BOA meetings.
